CCP, could you at the very least, until you decide how you want to code empire POSs, please give a scan resolution bonus to all empire POS arrays of 300% or 400%? Then most of the arrays would work well enough to justify having on the POS at all. ...

Since your tower seems Gall I would use 1 thermal, 2em, 1 explosive shield hardeners instead of 1 of each type. Your defenses would seem barely ok, if CCP would let high sec POS owners control their POS. Atm since you cannot control a high sec POS...
